Belarus uses 14 Russian ports for exports of its goods. With the participation of Belarusian Railway, tariff preferences have been obtained in the Russian Federation and in a number of other countries to which cargo transportation has been redirected. Belarus and Russia signed an agreement on the modernization of sections in the direction of northwestern ports of Russia. The work is scheduled for completion in 2026. Belarusian Railway managed to establish tariff preferences with the railway administrations of Turkmenistan, Kazakhstan and Uzbekistan. As a result, a new framework has been created for rail transportation of export cargoes within the framework of the East-West and North-South routes.

According to the statistical agency TurkStat, Turkish exports declined by 28% in the first half of 2024. Some sources estimate that the drop in imports from Turkey could also exceed 40%. Delivery times for auto parts from the main hubs - Turkey, the Arab Emirates and China - were two to three weeks at the end of 2023. Delays in payments with the first two countries have almost doubled this period since the beginning of 2024.

These provisions are included in a package of amendments to the Customs Code of the EAEU submitted to the Eurasian Economic Commission by business associations and customs services of the EAEU countries. The Chamber of Commerce and Industry of Russia proposes to extend the list of grounds on which customs representatives are not obliged to pay for their client. The State Customs Committee of Belarus proposed to allow a broker not to pay the debts of a client company if it failed to fulfill its financial obligations before its liquidation. The amendments will redistribute liability - the state, represented by the customs authority, will assume part of the burden of collecting customs payments from the declarant.
